Second Environmental Performance Review of Tajikistan
Access to clean water and improved sanitation and waste management remain some of the most pressing environmental challenges for Tajikistan according to the second Environmental Performance Review of Tajikistan published today. The Review, performed by the United Nations Economic Commission for Europe (UNECE), takes stock of progress made by the country in the management of its environment since the country was first reviewed in 2004.

Thermal power plant in Azerbaijan first in the world to earn carbon credits through energy efficiency modernisation
A thermal power plant in Azerbaijan, AzDRES, will become the first in the world to be able to sell carbon credits earned thanks to an energy efficiency modernisation project. The project was financed by the European Bank for Reconstruction and Development (EBRD)in 2006: A US$ 207 million loan allowed the plant to rehabilitate old and inefficient turbines and boilers, modernise command and control systems, repair chimneys and water cooling systems and make a number of other improvements.

Knowledge Transfer: The New Core Responsibility of Higher Education Institutions - Practice and Perspectives in Russia and Germany
The German-Russian academic year 2012/2013 offered an outstanding opportunity to discuss German-Russian academic collaboration. 120 participants from Germany and Russia met in April 2012 for a symposium on knowledge transfer. The contributions in this new publication shed a light on the aspects of knowledge transfer discussed at the conference. They cover the economic relevance of the Higher Education Institutions for the regional innovation process as well as the strategic role of knowledge transfer back from economy and society to the universities.

Innovation Policy in Kazakhstan
On initiative by industry minister Asset O. Issekeshev, Kazakhstan's President Nazarbayev met with the European Commisssion's DG for Research & Innovation to discuss innovation policy and research cooperation. The President showed great interest in a project presented on this occasion, which may lead to establishing a new industry in Kazakhstan for growing natural latex, based on a Kazhak plant (called 'Russian Dandelion').

New EU International Strategy for Research and Innovation
The European Commission adopted a new strategy for developing international cooperation in research and innovation on 14 September 2012. It has a particular focus on global challenges such as climate change, food security and fighting diseases. The new strategy will be mainly implemented through Horizon 2020, the new funding program for research and innovation starting in 2014.

Germany presents national campaign for Russia at the 'Open Innovations Expo' in Moscow

Kazakh President Nursultan Nazarbayev discusses STI cooperation with Europe in Vienna
Last week the Kazakh President Nursultan Nazarbaryev visited Europe. During his official visit to Vienna, the president met with experts from the European Union to discuss the results of the S&T Policy Mix Peer Review for Kazakhstan, which the country had commissioned earlier this year and which was conducted in the frame of the recently completed IncoNet EECA project. Both sides expressed their interest in intensifying EU-Kazakh cooperation in science, technology and innovation.

First Belarusian satellite launched
The first Belarusian space vehicle was launched into orbit from the space launch facility Baikonur, Kazakhstan at 09:41 Minsk time on 22 July. Later on, as Vladimir Yushkevich, head of the satellite flight control center informed, it has been put into its intended orbit of 500-520km.

Belarus: UNECE assessment of public-private-partnerships and seminars on financing innovation
On 9-13 July 2012 three international events were held in Minsk by the UN Economic Commission for Europe organized in cooperation with the Ministry of Economy and State Committee for Science and Technology of Belarus. Virtual science libraries to be launched in Central Asia
An initiative to provide communities in the Middle East and North Africa with online access to scientific publications is expanding into Central Asia in October. Kazakhstan, Kyrgyzstan and Tajikistan are now scheduled to launch the Virtual Science Library (VSL) programme run by CRDF Global, a US-based not-for-profit organisation. Funding for the Central Asia programme is provided by the US Department of Energy's Global Initiatives for Proliferation Prevention.

News global initiative on dryland systems research launched in Tashkent

New document: Good practice instruments and barriers for successful EU-Russia S&T cooperation
This document, which was compiled by the BILAT-RUS project, provides an overview of bilateral funding programmes for research, development and innovation (RDI) between selected EU Member States, countries associated to FP7 and Russia. The report is structured in an overview of cooperation and funding programmes per country, including statistics. In an annex, bilateral cooperation programmes are presented in table form, which will be a complementary input for an online RDI programme database prepared in the framework of the ERA.Net RUS project.

International Institute of Solar Energy is opening in Tashkent

On 30 December 2011, the Government of Belarus approved a plan of national exhibitions (expositions) abroad for 2012. According to this plan, Belarus joint science and technology expositions will be presented in March at the Indonesian International Exhibition ”Heavy Duty Vehicle and Equipment“, Jakarta, in April – within the national exposition of Belarus in Hanoi, at International Exhibition ”Vietnam EXPO 2012“, and in Germany, at Hanover Industrial Fair, in June – among others.

Scientific Community of the Republic of Moldova joins the European Research Area
On 1 January, the Republic of Moldova became the first country in the Eastern Partnership and the second in the European Neighborhood Policy associated to the Seventh Framework Programme (FP7). On this occasion, on January 27, the Academy of Sciences of Moldova organised an official launching event to mark Moldova’s association to FP7, a status that will offer new opportinities to cooperate and compete as an equal partner in all calls announced within FP7, to become a part of the European network of scientists and to benefit from Europe's scientific potential in solving national problems.

Intergovernmental agreement of cooperation in science and technology between Belarus and Italy comes into force
Belarus and Italy will develop cooperation in science and technologies. The decision was approved by Council of Ministers’ Resolution No 1764 of 29 December 2011. BP Russia and the Skolkovo Foundation announced an agreement to set up a major research collaboration with Russia’s Boreskov Institute of Catalysis (Novosibirsk) and Imperial College London. The parties will now work together to define a three to five year GBP 9.3 million energy efficiency research programme which will be co-funded by BP Russia and the Skolkovo Foundation.

The EU's role in the South Caucasus – a report by the European Policy Centre

Center for Development Research publishes guidelines ‘Follow the Innovation: Participatory Testing and Adaptation of Agricultural Innovations in Uzbekistan’
The Center for Development Research (ZEF) at the University of Bonn recently published the document ‘Follow the Innovation: Participatory Testing and Adaptation of Agricultural Innovations in Uzbekistan’. With these guidelines, ZEF wants to share its experience with a participatory research approach to the development and implementation of innovations, which was gathered within the interdisciplinary project “Economic and ecological restructuring of land and water in the region Khorezm (Uzbekistan)”. CIS states sign Free Trade Zone agreement
On 18 October the heads of government of the CIS member states signed a new agreement on a Free Trade Zone. The document is meant to enhance the economic integration and cooperation of the CIS member states, boost the trade and ramp up efforts to establish a common economic space in the CIS. It replaces about a hundred multi- and bi-lateral agreements dating back to the 1990s, when a previous atempt on a common agreement failed as it was never fully ratified.

On November 8, Russian President Dmitry Medvedev and German Chancellor Angela Merkel launched the Nord Stream gas pipeline, starting delivery of Russian natural gas to Germany bypassing existing transit countries. The ceremony to open the symbolic white tap of the gas pipeline in the town of Lubmin in northern Germany was also attended by Dutch Prime Minister Mark Rutte and French Prime Minister Francois Fillon.

European Commission publishes new brochure on INCO-NET projects
The linked booklet, published by the European Commission in October 2011, presents the activities of all INCO-NET projects which have been selected following the evaluation of the FP7 calls for proposals published in 2006, 2009 and 2010. Conclusions of the Policy Stakeholders' Conference in Astana 2011 now available
After the successful Policy Stakeholders' Conferences in Athens and Moscow, the third event of this kind brought together high ranking experts and S&T policy makers in Astana in May 2011 upon invitation of the Kazakh Ministry of Industry and New Technologies. This year's focus was on evaluation approaches in S&T policy making. The conclusions are now available. The next event of the series will be held in Warsaw from 15-16 November 2011.

A new publication features research groups from Moldova looking for EU partners to jointly take part in FP7 projects. Russian government calls for the development of mega-science projects
Prime Minister Vladimir Putin visited Dubna on July 5 to hold a session of the Government Commission on High Technologies and Innovation at the Joint Institute for Nuclear Research (JINR). During the session of the Government Commission the Prime Minister emphasized the fact that mega-science projects are not only about the prestige of a nation. EU Education Programme awards scholarships to Tajik students
The European Union has completed the evaluation of the latest round of the Erasmus Mundus programme. This programme offers scholarships to students and scholars from around the world to study at European Universities. 87 Tajik students and scholars have been successful in evaluation process. Last year a similar number of Tajik students and scholars were selected. This demonstrates that Tajik students and institutions of Higher Education are now well familiar with the application procedures and are becoming active participants in this EU education programme.

New research program on dryland agriculture
The CGIAR Fund Council has approved provisionally CGIAR Research Program 1.1 (CRP1.1), Integrated agricultural production systems for the poor and vulnerable in dry areas. The new program, led by ICARDA, involves some 40 national and international partners, with many more expected to join during the implementation phase. This is probably the first agricultural research program of its size and scope to take a systems approach to solving rural development problems.

New European funding initiative to spur innovation
The European Research Council (ERC) today launches a new funding initiative, the “Proof of Concept”, that will contribute to stimulating innovation. Funding of up to EUR 150 000 per grant is made available to researchers already holding ERC grants to bridge the gap between their research and the earliest stage of a marketable innovation. By supporting outstanding research projects at the frontiers of knowledge, the ERC - the newest component of the 7th Research Framework Programme - already feeds into the EU’s Innovation Union. New medical genetics project to support Armenia's integration into the European Research Area
Integration of the South Caucasus countries into ERA is one of the priorities of EU's European Neighbourhood Policy. The third joint Newsletter of the EECA clustering projects (ISTOKSOYUZ, SCUBE-ICT and EXTEND) is fully dedicated to the participation of ICT specialists from EECA countries and these projects at the most visible European ICT event – ICT2010. Strengthening EU access to Russian national funding programmes
ACCESSRU is one of 11 Access4.EU projects that examine the accessibility of third country RTDI programmes for EU researchers. As the EU's Research Framework Programme is generally open to third countries, in turn, the EU's agreements on S&T cooperation with these countries require them to open their national programmes to EU researchers. ACCESSRU is intended to strengthen and increase the implementation of this reciprocal opening regarding Russia. The project has recently published its second newsletter.

Belarus: new head of Belarus Academy of Sciences and new Minister of Education appointed
On 29 December 2010 Prof. Anatoly Rusetsky was appointed a Chairman of the Presidium of the National Academy of Sciences of Belarus. The previous leader of the NAS, Mikhail Myasnikovich has been appointed the Prime-Minister of Belarus. On the same day Prof. Sergey Maskevich was appointed the Minister of Education of the Republic of Belarus. He has replaced Prof. Alexander Radkov who was appointed the Deputy Head of the President’s Administration.

The Chernobyl accident in 1986resulted in the radioactive contamination of a considerable amount of agricultural lands in Belarus, Russia, Ukraine and some European countries. An upcoming project aims at preparing and producing a pilot lot of amendments on the basis of natural raw material and industrial waste to carry out field experiments on the rehabilitation of radioactive contaminated soils in Belarus with use of the given sorbents. The realization of this project is meant to create a scientific basis for remediation of contaminated soils and economic revival of contaminated territories.

OpenAIRE opens access to EU scientific results
EU researchers, businesses and citizens can have free and open access to EU-funded research papers thanks to OpenAIRE (Open Access Infrastructure for Research in Europe), which the European Commission launched on 2 December 2010, at the University of Ghent in Belgium. OpenAIRE will provide a network of open repositories providing free online access to knowledge produced by scientists receiving grants from the Seventh Framework programme (FP7) and European Research Council (ERC), especially in the fields of health, energy, environment, parts of ICT and research infrastructures, social sciences, humanities and science in society.

The EECAlink is financed by the Seventh Framework Programme (contract No. 223359) as a Coordination and support action under the Health priority theme (www.eecalink.eu). The project had its kick off in the beginning of June 2009 and its planned duration is 30 months (till November 2011). The project focuses upon the three main target groups: (i) Policy makers, (ii) Academia partners and (iii) RTD public. Workshops for Eastern European and Central Asian universities and research institutions on European Economic Interest Groupings (EEIG) - a EU-direct cooperation structure without much regulation
In FP6 and FP7 as well as in other EU-financed or co-financed programmes, the public donor - the EU - sets an accent on sustainability, at the latest for the time after the granting period. Therefore often an EEIG is formed among the universities, research organisations, companies. The EEIG is a kind of company which has to have its seat in the EU, with at least 2 members from 2 different EU Member States; all the other non-EU member countries e.g. from Eastern Europe and Central Asia can be associated. The workshops described hereafter cover all what associate members of such an EEIG have to know about it and how to maximise its effects.

New observatory opened at the Babur park in the city of Andijan. It was created by the Astronomy Institute of the Uzbekistan Science Academy in cooperation with the International Babur Foundation and Andijan State University. Plan of the national expositions of Belarus abroad for 2009 have been approved
According to this Plan, Belarus will organize in 2009 15 national exhibitions and expositions in 12 countries. They should promote domestic technologies, scientific developments, goods and services on the external markets. 3 of 15 national exhibitions will be held in Russia - in Ekaterinburg, Moscow and Krasnodar. Besides, Belarus scientific exposition will be organized at the International Industrial Economic Forum “Russia United” in Nizhni Novgorod.

The “People” is a specific Programme of the EU Seventh Framework Programme for Research and Technological Development (FP7). The actions under the “People” Programme focus on mobility of researchers towards development of their scientific experience and career. Belarus is a participant of the International Atomic Energy Agency’s (IAEA) International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO). Around 50 countries are part of the project’s supervising committee and Belarus is a full-fledged member.

National Space Program for 2008-2012 ratified
The Government of Belarus has ratified the National Space Program for 2008-2012. The basic tasks of the Program include the development of space vehicles of remote sensing of the Earth and perspective technologies of space engineering. The ground infrastructure for reception, processing and distribution of the space information and management of space vehicles will be created. It is planned also to develop information space technologies and to introduce them in various spheres of social and economic activities.

SME DNC Armenia Member of the Enterprise Europe Network
In 2007, the tender was announced to select partner organizations for the Euro Info Center, and the proposal presented by the Fund “Small and Medium Entrepreneurship Development National Center of Armenia” (SME DNC of Armenia) at the tender has been approved by the European Commission. As a result, the SME DNC of Armenia as the host partner organization became the member of the renamed “Enterprise Europe Network” in 2008.

WIPO World patent report: Belarus occupies 4 place in number of nationals’ patent applications
According to 2008 edition of WIPO World patent report, Belarus has improved positions in world rankings in which inventors’ activity corresponds to GDP and expenditures for R&D. Among 69 countries of the world Belarus occupies 4 place (63,91 applications) in number of nationals’ patent applications to 1 bln USD of GDP (13 in 2005, 15,36 applications). It became the world leader in number of residents’ patent applications to 1 mln R&D expenditures (12,34 applications).
